Melt 11 T. butter and 1 heaping cup of sugar together in a pan on your stovetop -- stirring until completely blended. Remove from heat and let it sit for 5 minutes or until cool. Transfer to a mixing bowl and add in cocoa and vanilla. With the mixer on low, add eggs, one at a time, until it all comes together. In a separate bowl, mix flour, baking soda, cornstarch, and salt. Add these to the wet ingredients, mixing on low until fully incorporated.
Using a large spoon or spatula, gently fold in chocolate chips.
Bake in a foil-lined 8x8" pan (grease the foil) in a preheated 325 degree oven for 30-35 minutes or until a toothpick comes out mostly clean. Let cool on a wire rack.
Use the foil to lift the cooled brownies out to cut.
